INTRODUCTION: SATISFACTION WITH THE
CURRENT PROGRESS AND PAYMENT PROCESS
Owners and contractors both benefit when there is a smooth
process established for contractors to be paid based on their
progress submittals to the owners. A PMIS can improve this
process, but the challenges discussed in the previous section due
to double entry by contractors and other factors when owners and
contractors use different PMISs still apply (see pages 5 and 6).
SATISFACTION WITH CURRENT METHODS
In order to understand the level of need for improvement in this
area, owners and contractors were asked whether they were
satisfied, unsatisfied or neutral on the current progress and
payment process. Fewer contractors (40%) report being satisfied
with it than do owners (58%). However, it is notable that the gap
is not filled with more contractors being unsatisfied; instead,
contractors tend to be more neutral than the owners on this issue.
This is important because it suggests that many contractors have
come to accept the inefficiencies in their current system as part
of what it takes to do business. This highlights an opportunity to
raise awareness in the industry of potential efficiencies that can be
gained by working on a shared PMIS.
