7 • New projects across the industry decreased 40% compared to Q3 and Q4 of 2021; they decreased 53% compared to Q4 of last year. • New projects for heavy highway and civil contractors decreased 60% compared to Q3 and Q4 of 2021; they decreased 73% compared to Q4 of last year. • New projects for specialty contractors decreased 30% compared to Q3 and Q4 in 2021; they decreased 5% compared to Q4 of last year. • New projects for general contractors decreased 26% compared to Q3 and Q4 of 2021; they decreased 36% compared to Q4 of last year. Potential Impact Contractors felt the pain of uncertain about the economy at the end of 2022, as challenges like high material prices and supply chain volatility continued to stymie projects and keep many from getting off the ground. This was especially true for heavy highway and civil contractors who saw the biggest slowdowns in projects—a 60% decrease for Q3 and Q4 and a 73% decrease for Q4 alone. This could be because of the slower-than-expected pace of federal infrastructure funding, which hasn't been as distributed as quickly as many hoped it would.
